Village of Pandora's share of St. John annexation estimated at $145,648

St. John Mennonite Church annexation project into the Village of Pandora will cost the village (including engineering fees) is estimated to be $145,648.50. That estimate was announced at the recent Pandora council meeting on July 12.

Other action at the meeting follow, through the report of the council minutes:

The Pandora Village Council met in Regular Session on Tuesday,
July 12, 2011, at 7:00 PM at the Municipal Building with Mayor, John Schlumbohm, presiding.

Members Present: Painter, Vance, Fricke, Hall, Stall, Blank
Members Absent: None

The meeting was opend with Pledge of Allegiance.

Motion was made by Mr. Fricke, seconded by Mr. Painter to approve the June 28, 2011 Minutes. Voting: All Yea.

Motion was made by Mr. Vance, seconded by Mr. Hall to approve the Treasurer's Report for June, 2011. Voting: All Yea.

Motion was made by Mrs. Stall, seconded by Mr. Fricke to approve the bills as presented. Voting: All Yea.

RESOLUTION NO. 2011-605:
A RESOLUTION AUTHORIZING THE MAYOR AND FISCAL OFFICER OF THE VILLAGE OF PANDORA, OHIO TO ENTER INTO AN ANNEXATION AGREEMENT WITH THE RILEY TOWNSHIP TRUSTEES.
Motion was made by Mr. Vance, seconded by Mr. Hall to place Resolution No. 2011-605 on its second reading. Voting: All Yea.

RESOLUTION NO. 2011-606:

A RESOLUTION TRANSFERRING FUNDS FROM THE GENERAL FUND TO THE PARK FUND AND DECLARING AN EMERGENCY.
Motion was made by Mr. Fricke, seconded by Mrs. Stall to suspend the rules by which Resolution No. 2011-606 be read on three separate occasions. Voting: All Yea. Motion was made by Mr. Hall, seconded by Mr. Painter to adopt Resolution No. 2011-606 as an emergency measure. Voting: All Yea.

The Village Administrator reported on the following:
1) Contacted Dan Radebaugh as to the proposed sidewalk on his property located on State Route 12. Mr. Radebaugh stated he would put in the sidewalk next Spring.

2) The gutters along State Route 12 have been cleaned of debris.

3) St. John Mennonite Church project: The updated cost for the village's share of said project, including engineering fees is estimated to be $145,648.50. The lift station will be maintained by the Village, thus the electric will be paid by the village.

The Village Council received a letter from the Riley Township Trustees as to their proposal of the fire station building. If the Village deeds the building to the Trustees for $1.00, the Trustees would then abate the village's share of the Fire Department expenses for one year.

Also in the event the Trustees no longer desire to retain ownership of the fire station, the Village would have first right of refusal to purchase for $1.00 said building.

Riley Township Trustee, Mark Kinsinger, was present to discuss this matter. The Council asked Mr. Kinsinger, if the village deeds the fire station building to the Trustees, would they immediately add on to said building to house the cascade system.

Mr. Kinsinger stated the Trustees do not have adequate funds at this time to proceed with this addition and therefore would have to seek financial assistance for this project. The Trustees are looking at other options to house the cascade system.

It was the consensus of the Council to retain ownership of the fire station building and to proceed with obtaining estimates for the cost of adding on to only house the cascade system.

With no further business to discuss, the meeting was adjourned upon a motion by Mr. Hall, seconded by Mr. Vance. Voting: All Yea.
