$21,000 estimate to repair Pandora EMS building

Pandor council received a quote of $21,000 from Tuttle Construction, Lima, to repair its EMS building. The announcement was made at the Sept. 13 council meeting.

The Pandora Village Council met in Regular Session on Tuesday, September 13, 2011, at 7:00 PM at the Municipal Building with Mayor, John Schlumbohm, presiding.

The meeting was opened with Pledge of Allegiance.

Motion was made by Mr. Fricke, seconded by Mrs. Stall to approve the August 23, 2011 Minutes. Voting: All Yea.

Motion was made by Mr. Painter, seconded by Mr. Hall to approve the Treasurer's Report for August, 2011. Voting: All Yea.

RESOLUTION NO. 2011-608:
RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR.
Motion was made by Mr. Vance, seconded by Mr. Painter to adopt Resolution No. 2011-608 as read for its third and final reading. Voting: All Yea.

RESOLUTION NO. 2011-609:

A RESOLUTION TRANSFERRING FUNDS FROM THE GENERAL FUND TO THE PARK FUND AND DECLARING AN EMERGENCY.
Motion was made by Mr. Vance, seconded by Mrs. Stall to suspend the rules by which Resolution No. 2011-609 be read on three separate occasions. Voting: All Yea. Motion was made by Mr. Hall, seconded by Mr. Fricke to adopt Resolution No. 2011-609 as an emergency measure. Voting: All Yea.

ORDINANCE NO. 528-2011:
AN EMERGENCY ORDINANCE ACCEPTING AN APPLICATION FOR ANNEXATION TO THE VILLAGE OF PANDORA, OHIO, OF TERRITORY SITUATED IN THE NORTHEAST QUARTER OF SECTION 21 AND THE SOUTHEAST QUARTER OF SECTION 16, RILEY TOWNSHIP, PUTNAM COUNTY, OHIO, ATTACHED HERETO AS EXHIBIT A.
Motion was made by Mr. Painter, seconded by Mrs. Stall to suspend the rules by which Ordinance No. 528-2011 be read on three separate occasions. Voting: All Yea. Motion was made by Mr. Vance, seconded by Mr. Hall to adopt Ordinance No. 528-2011 as an emergency measure. Voting: All Yea.

Ron Schwab, of the Pandora Recreation Committee, was present to discuss the ball fields in the Park. These ball fields need dirt, leveling of said dirt and grass planted.

Mr. Schwab received a quote from Andrew Zuercher as to the one ball field, excluding the dirt and leveling the same, of $2,012.50. The cost of the dirt would be $300 per 20 tons (one load) and would need approximately four or five loads.

The Council suggested for Mr. Schwab to contact Dan Younkman to level this area. Mr. Schwab also stated he contacted Fremont Fence for a quote as to placing a fence near the dugout area, but as of this date has not received it.

After some further discussion, a motion was made by Mr. Vance, seconded by Mr. Hall to approve up to $4,000 for the dirt, leveling the same and planting grass seed, but excluding the fence close to the dugout area. Voting: All Yea.

Mayor Schlumbohm presented to Council a quote received from Tuttle Construction as to repairs to the EMS building.

This quote of $21,000 includes the following: installing a new overhead door header, new man door, and new concrete in the front and fix the bulging block and to infill one window on the south side.

There will be some additional expenses including but not limited to of temporarily removing and re-installing the overhead door. It was the consensus of the Council to hire Tuttle Construction to do the repairs to the EMS building as quoted.

The Village Administrator reported on possible trees to be planted in the Park. Tawa Tree Service quoted $285.00 per tree planted, for a total of $1,140 for four trees. It was the consensus of the Council to contract with Tawa Tree Service to plant four trees at the price quoted.

Fiscal Officer, Lana Burry, stated the Medical Mutual of Ohio insurance renewal is coming up on October 1st, and the renewal premium increased by 16.24%. The Village's representative, Adam Cupp, will be checking other medical insurance carriers and will present the same possibly at the next council meeting.

Mayor Schlumbohm stated Trick or Treat Night will be Monday,
October 31, 2011 from 6:00 PM to 7:00 PM.

Motion was made by Mrs. Stall, seconded by Mr. Fricke to excuse Mr. Blank from this meeting. Voting: All Yea.

With no further business to discuss, the meeting was adjourned upon a motion by Mr. Painter, seconded by Mr. Vance. Voting: All Yea.
