Pomp and circumstance

With the passage of the March one-quarter income tax levy the village is gearing up for major water line replacement work. The projects address problem water mains in the village have are believed to cause rusty colored water.

Jamie Mehaffie, village administrator, outlined the replacement procedure with Bluffton council members on Monday evening.

He said that the village service department is reviewing the plans and is 95 percent finished with that step of the process.

Julie DeGraw

Dr. Julie DeGraw, a dean at the College of Lake County in Grayslake, Ill., has been named vice president for student life and dean of students at Bluffton University. She will assume her new duties in mid-July.

Dale R. Amstutz, 84, of Bluffton died at 4:20 p.m. April 23, 2012 at the Cridersville Healthcare Center. He was born Feb. 11, 1928 in Orange Township, Hancock County to Albert and Rena Moore Amstutz. On July 4, 1964, he married Martha J. Benson and she survives,
Mr. Amstutz was retired from Phillips ECG, Ottawa. He also worked at the Bluffton A&P, Triplett Corp. and Chiles-Laman Funeral Home. He was a member of the Mt. Cory Zion United Methodist Church and a 1947 graduate of Lafayette-Jackson High School.

Woodrow H. Barclay

Woodrow Herman Barclay, 93, died at Blodgett Hospital in Grand Rapids, Michigan, on April 23, 2012, at 2:30 p.m. He was born Aug. 12, 1918, in Lima, Ohio to Herman and Essie (Parker) Barclay. On Nov. 11, 1942 he married Martha Powell, who died Sept. 4, 2009. They were married for 67 years.

Mr. Barclay graduated from Lima South High School in 1936.
He was a WWII Army veteran serving as a major in the coastal artillery on the east and west coasts from 1941-1946.
