Bluffton earns recognition for Complete Streets policy

Smart Growth America, a non-profit agency focused on the impacts of urban sprawl on the environment, quality of life and economic sustainability, recognized Bluffton, Ohio for its recently established complete streets policy.
In its 2025 Best Complete Streets Policies report, the organization rated Bluffton fourth among 43 communities assessed by the agency.
The top-scoring Complete Streets policies adopted in 2023 and 2024 are:
1. San Antonio, TX (96/100)
2. Nashville, TN (89/100)
3. Clyde, OH (85/100)
4. Bluffton, OH (81/100)
5. Boca Raton, FL (80/100)
6. East Baton Rouge Parish, LA (78/100)
7. Appleton, WI (74/100)
8. Rockford Metropolitan Planning Organization, IL (72/100)
9. Asbury Park, NJ (70/100)
10. Red Bank, NJ (69/100)

The National Complete Streets Coalition, a program of Smart Growth America, is a non-profit, non-partisan alliance of public interest organizations and transportation professionals committed to the development and implementation of Complete Streets policies and practices. A nationwide movement launched by the coalition in 2004, Complete Streets is the integration of people and place in the planning, design, construction, operation, and maintenance of transportation networks.
