Jefferson Street phase II scheduled for 2021
Jefferson Street phase II is back.
Jesse Blackburn, village administrator, provided Bluffton council members with a 2021 timeline for the project originally scheduled for the spring of 2020. The one-year delay was due to state funding issues related to covid-19.
Blackburn said that the estimated bid date for the project will be in November. Bids will be awarded in December or January.
Sanitary and storm improvements will begin in March and roadway construction is set for April with a completion date of June.
The sidewalk and some required retaining wall construction will be completed in July, in coordination with AEP transmission pole replacement.
Jefferson Street Phase II involves work from the railroad crossing to the County Line Road. Once completed, Jefferson Street will be completely reconstructed with curbing, sidewalks and sanitary and storm improvements from Main Street to County Line. Phase I took place from Main to the railroad in 2019.
In November 2018 the phase II was explained this way: Water main replacement project replaces existing water main with an 8-inch PVC line from Huber to County Line Road. All services and meters will be replaced on the project route. No full width resurfacing is scheduled with this project. Trench repair will be completed.
2018 estimated preliminary construction cost: $243,549.
2018 engineering fee: $17,215.
Blackburn told council at that time that the $78,980 combined engineering costs were within the village budget.
And, in 2018, phase I was explained this way: Project to extend from Main to Huber includes full depth road reconstruction, replacement of 4-inch waster main, elimination of creek crossing, replacement of sidewalks, curb and storm sewer.
Preliminary construction cost projection: $850,000.
Engineering fees: $61,765.
