Guidance on E-scooter riding in the Village of Bluffton
MEDIA RELEASE__The Bluffton Police Department has shared the following guidance for E-bikes, bicycles and E-scooters to help promoted the safety of riders and others.
BICYCLE: A device propelled solely by human power.
E-BIKE: A bicycle with an electric motor of 750 watts or less that meets the criteria in the Ohio Revised Code.
E-SCOOTER: A device with handlebars and two or more wheels designed to be stood upon and propelled by an electric motor.
GENERAL SAFETY
- Obey all traffic laws and signals.
- Ride in the same direction as traffic.
- Use hand signals when turning or stopping.
- Keep to the right and allow others to pass safely.
- Wear a properly fitted helmet.
Helmets are strongly recommended for riders of all ages. - Use lights at night and in low visibility conditions.
- Don't use headphones/earbuds while riding.
- Never ride under the influence of alcohol or drugs.
DOWNTOWN BUSINESS DISTRICT
Bluffton's downtown is a vibrant, walkable space for everyone to enjoy. The safest and most courteous practice in Bluffton's downtown business district is to dismount and walk bicycles, e-bikes, and scooters through heavily traveled pedestrian areas.
If dismounting is not practical, slow to a pedestrian-friendly speed, yield to pedestrians, and use extra caution where sidewalk signage is posted.
Pedestrians have the right-of-way. Let's keep downtown safe, welcoming, and enjoyable for all.
BE VISIBLE, BE PREDICTABLE, BE SAFE
- Use front and rear lights at night and in low visibility.
- Wear bright or reflective clothing.
- Use hand signals and make your intentions clear.
- Be patient, be polite, and share the space.
OHIO REVISED CODE
ORC 4511.01 - Definitions
Defines bicycles, electric bicycles (e-bikes), and other terms used throughout Ohio traffic laws.
ORC 4511.55 - Bicycles on Roadways
Bicyclists have the same rights and duties as drivers of vehicles and must obey applicable traffic laws.
ORC 4511.522 - Electric Bicycles;
Labels, Compliance with Federal Regulations; Permitted Use; Violations
Establishes Ohio's electric bicycle classifications, labeling requirements, compliance with federal standards, and where electric bicycles may legally be operated. Also outlines violations related to improper operation or modification.
ORC 4511.56 - Bicycle Signal Devices
Requires bicyclists to use proper hand and arm signals when turning or stopping, when safe to do so.

CODIFIED ORDINANCES OF BLUFFTON, OHIO
75.01 - Bicycles; Application of Title VII establishes that bicycles are subject to the provisions of Bluffton's Traffic Code (Title VII) unless otherwise specified.
75.03 - Electric Bicycles
Provides regulations governing the operation and use of electric bicycles within the Village, including compliance with applicable traffic laws and state regulations.
75.04 - Rules for Bicycles, Motorcycles, and Snowmobiles
Establishes operating requirements and restrictions for bicycles, motorcycles, and snowmobiles, including equipment standards and prohibited conduct.
